Jaime Gutierrez

Jaime Gutierrez serves as the Executive Director of the Long Beach Workforce Innovation Network (LBWIN), leading the City of Long Beach’s Workforce Development Bureau in partnership with the Economic Development & Opportunity Department. He oversees the Adult Career Services Center, the Youth Career Services Center (Future LB), and the Local Workforce Investment Board. With 26 years of public service experience, he brings extensive expertise in workforce policy, large‑scale program administration, and multi‑million‑dollar system implementation. Mr. Gutierrez remains focused on advancing strategies that strengthen the regional talent pipeline and align workforce systems with high‑growth industry sectors. He is also deeply committed to expanding access to internships, work‑based learning, and employer‑driven training opportunities that support youth, emerging talent, and incumbent workers in achieving long‑term economic mobility.
